Zachary Yonker is a California local-government finance professional with more than a decade of public-service experience. His work spans financial analysis, budgeting, rate development, cost allocation, contracting, federal funding participation, compliance, procurement, and operational improvement.
In Sacramento County Behavioral Health Services, Zachary has held financial and administrative roles involving complex public funding, more than 30 revenue sources, and major contracted-service portfolios. His experience includes supporting implementation of California’s CalAIM Behavioral Health Payment Reform, modeling millions of service records under a new fee-for-service structure, developing provider rates, revising financial and contractual mechanisms, and training internal teams and community-based organizations.
His approach is grounded in a simple principle: technically correct analysis creates value only when it can be implemented safely, understood by the people responsible for it, and sustained in everyday operations.
